Your ESOS Actions Roundup for 2025

As we move further into 2025, it's time to focus on turning ESOS commitments into tangible progress. Whether you're already underway or just getting started, this roundup highlights key actions and deadlines to keep your organisation on track with ESOS Phase 3 requirements – and prepare for what’s ahead in Phases 4 and 5.

We have outlined 3 key ESOS actions for 2025 below. 

1. Start to implement the actions you outlined in your action plan.  

The action plan for ESOS Phase 3 was due on the 5 March 2025. ESOS action plans outline the ESOS recommendations and energy saving measures that organisations plan to implement over the next four years including: 

  • Timelines for implementation 
  • Whether each action was recommended in the ESOS assessment  
  • Expected energy savings and how these were estimated

2. Prepare for your ESOS action plan update. 

Organisations must also prepare for the next compliance requirement: Post-Compliance Update 1 (PU1), due December 5, 2025. This update is one of two update reports required in this compliance period. This must outline progress made between 6 December 2024 and 5 December 2025 towards the actions set out in the submitted action plan, including: 

  • Which actions have been started, completed, or revised 
  • Any changes to timelines or scope 
  • Updated estimates of actual or projected energy savings 
  • Any barriers encountered and how they are being addressed  
  • A list of actions from the plan that were due during the period but not implemented 
  • Sign-off by a board-level director and submission via the MESOS system 

Timely and accurate submission of both documents is crucial to comply with Phase 3 requirements. The Environment Agency has indicated that failure to do so may result in enforcement action.  

3. Prepare ahead for compliance with ESOS Phase 4.  

The Government have also released their plans for ESOS Phase 4, with a qualification date of 31 December 2026. Mandatory Net Zero planning has been postponed until Phase 5. However, the Government still recommends PAS 51215-1 as a framework for organisations to optionally include decarbonisation planning within their ESOS assessments. Further updates 

Finally, Phase 5 will run from 2027 and 2031, and include significantly enhanced obligations including the requirements of Net Zero strategy in line with PAS 51215-1. You can read more details here
